Strengthen the prevention and treatment of substance abuse, including narcotic drug abuse and harmful use of alcohol;
Strengthen the implementation of the World Health Organization Framework Convention on Tobacco Control in all countries, as appropriate; and,
Strengthen the capacity of all countries, in particular developing countries, for early warning, risk reduction and management of national and global health risks.

IMO-GOODWILL MARITIME AMBASSADOR OF THE PHILIPPINES
Aside from developing standards for shipping, IMO wanted to promote the seafaring profession, especially to the younger generation. Because of this, it launched the IMO Goodwill Maritime Ambassador scheme, as a program to engage and enthuse young people on the opportunities that exist in maritime professions.
The Office of the IMO Goodwill Maritime Ambassador, whose mission is to encourage young people to enter the maritime professions or any career in the maritime industry, created a Special Project Team, composed of young Merchant Marine Officers and Engineers, who has experience onboard international vessels, to help conceptualize and organize the activities of the office of the Ambassador.
ASTIG or Alliance of Seafarers Towards Achieving IMO’s Global Maritime Mission is a group formed under the initiative of IMO’s Goodwill Maritime Ambassador to the Philippines, Ms. Josephine J. Francisco. An IMO Goodwill Maritime Ambassador, wishes to inspire and call upon young people to consider careers at sea or in the maritime industries. Her goal is to reach new target audiences and inspire a new generation of maritime experts and seafarers.
The group was founded last March 09, 2020, with only 19 pioneering members including the advisers. As weeks and months pass by, it has grown more and more and was able to recruit new members. As of 2020 December 31, the Alliance of Seafarers Towards achieving IMO’s Global Maritime Mission already has 95 total registered members since it was formed with the leadership of the Ambassadress.
An IMO Goodwill Maritime Ambassador serves as the primary advocate or the spokesperson in promoting the Maritime and Seafaring Profession to the World.
The Team, in the spirit of camaraderie and teamwork, aptly call themselves the Alliance of Seafarers Towards Achieving IMO’s Global Maritime Mission (A.S.T.I.G.).
Coincidentally, the word "ASTIG", is a colloquial term used by Filipino young people to describe a person who has special skills, values and abilities, and able to achieve his goals and dreams, which are the spansame qualities required of a maritime professional.
The group consists of active seafarers and leaders who are willing to take a step for the improvement of the maritime industry.
